BACKGROUND
Tommen Baratheon is believed to be the youngest child and second son of King Robert Baratheon and Queen Cersei Lannister, both of whom entered into a marriage of political alliance after Robert took the throne by force from the "Mad King," Aerys II Targaryen, in what is famously named Robert’s Rebellion. In reality, unbeknownst to Tommen and most of the Seven Kingdoms, his actual father is Jaime Lannister, his mother Cersei's twin brother, the slayer of King Aerys and the Lord Commander of the Kingsguard.
Tommen has two older siblings, Joffrey and Myrcella Baratheon, who are also a product of incest between Jaime and Cersei. Tommen is second in line for the throne after his brother Joffrey. Like his sister Myrcella, he is fond of his uncle Tyrion Lannister. Tommen is also fond of kittens, to which he owns several of. Tommen takes after his mother Cersei in terms of looks, his blond hair being a subtle clue that he isn't really a Baratheon, who famously always possess black hair even when only one parent is Baratheon. Tommen is good-natured and passive in contrast to his sadistic brother Joffrey, who sometimes bullies Tommen for his own amusement. It is fundamentally clear that Tommen's most prominent quality is his innocence. As the victim of Joffrey's intense cruelty and sadism, the two brothers are considerably contrasting, with Tommen as gentle, polite, compassionate and kind. While some of the court in the capital of King’s Landing believe young Tommen’s sweet nature would make him a more pliant and manageable ruler in comparison to his brother Joffrey, others feel he may be too weak-willed for the throne.
